Scope and Objectives

Hong Kong is a metropolitan city with a population exceeding 7 million. It is proud to be the world’s freest economy and has been a vibrant international city since early 1980s. With the enhancement as an international financial hub, specific requirements are set down from time to time to address the ever-changing needs of residential housing, commerce, infrastructures and services industry. This has prompted a shift of emphasis towards increasing demand for quality living and safety. In these circumstances, fire hazard becomes one of the primary issues for buildings and infrastructures in the territory.

Given the available resources and capabilities in encountering the challenges, and with acute foresight of the circumstantial opportunities and threats, visionary future is therefore conceived for the Hong Kong Special Administrative Government to devise a realistic framework on the Fire Protection Strategies in Hong Kong.

The seminar is designed to provide a conceptual background and insight for Authorized Persons, building and fire professionals to plan, design, construct, commission, administer and maintain their building development and buildings from the perspective in Fire Protection Strategies.

HKISC is very pleased to invite a heavy-weight speaker Ir Anthony LAM Chun-man, the former Director of the Hong Kong Fire Services Department, to deliver this unprecedented seminar.  Ir LAM will share with the audience his involvement in the drafting of the fire protection strategies as well as the key issues through the evolution of the fire protection strategies.

 

Official Language

English and Chinese will be the language medium of the seminar.

Biography of the speaker Ir Anthony LAM Chun-man

Ir LAM joined the Hong Kong Fire Services Department in 1960s and rose through the ranks, earning successive promotions to Chief Fire Officer in 1990s, Deputy Director in 2000s and eventually to the Director of Fire Services.

During his service in the Government, he had worked in various commands including operational, fire protection and administration.  He was instrumental in promoting fire engineering both within the Fire Services Department and in the community as early as 1990s where the science-based fire engineering design was applied in most major infrastructural developments in Hong Kong, such as the Chek Lap Kok International Airport.

Ir LAM has made valuable contributions in upgrading the status of fire engineering profession through his service with the Institution of Fire Engineers. He passed the Institution of Fire Engineers membership examination in 1970s and was awarded the Fellowship of the Institution in 1990s. He was twice elected as the President of the Institution (Hong Kong Branch) in 1990s respectively. As his first time as the President, he pioneered the networking of the Higher National Certificate and the Bachelor of Engineering in Fire Engineering courses with the then Lancashire Polytechnic (now The University of Central Lancashire, UK) and through his strenuous efforts, the courses were successfully launched in Hong Kong in 1993, and has produced more than a thousand graduates since then. He was awarded with the Honorary Fellowship by The University of Central Lancashire in 2004.

Within the Hong Kong engineering profession, Ir LAM was elected as Fellow of the Hong Kong Institution of Engineers (HKIE) in 2004. Together with some senior members of the Institution, the Fire Engineering Discipline in the HKIE was established in 2005.  He was subsequently elected as the Chairman of the Fire Engineering Discipline Advisory Panel in 2005 and served until 2009.

To recognize his contributions to the Fire Services in Hong Kong, he was awarded the Queen's Fire Service Medal in 1990s and Silver Bauhinia Star of the Hong Kong Special Administrative Region in 2000s.
