Scope and Objectives

Commodities including potential fire safety hazards such as inflammable substances are commonly stored in industrial buildings. Under the Dangerous Goods Ordinance (Cap 295), no person shall store any such substances in excess of their respective exempted quantities in any premises or place without a license issued by the Director of Fire Services.
These inflammable substances may comprise combustible building materials, building paints and more often, domestic wine and spirit.
The seminar is devised to provide requisite and essential background for building and fire professionals on the definition of dangerous goods (DG), the design and construction of DG stores as well as the application procedure to facilitate the trade in acquiring relevant DG licenses in buildings having regard to the dynamic nature of the industry and the temporary nature of the store.
HKISC is pleased to invite the prominent Dangerous Goods Expert Ir LEUNG Kam-tak to deliver the seminar who will share with the audience his ample and substantial work experience in the field.

Biography of the speaker Ir LEUNG Kam-tak

Ir Leung, Kam Tak
BEng(Hons),GDAS, MSc, RPE(FRE), CEng, CEnv, CSHP FIFireE, MHKIE, FEI, MCIBSE, MIGEM, MCIPHE, CMIOSH, RSO, RSA

Ir KT Leung has over 40 years' experience in fire engineering and dangerous goods consultancy field. He is now a registered professional engineer in fire discipline Hong Kong with fellowship of Institution of Fire Engineers and was the adjunct professor of Chu Hai College. He was a fire officer of HKFSD and served in New Projects Division, Regional Office and Dangerous Goods Licensing. He is a Chartered Petroleum Engineer and Chartered Gas Engineer with extension experience in handling dangerous goods projects as well as dangerous goods management. He was also the Head – Corporate Risk Management of the Hong Kong and China Gas Company Limited and the Fire Standards Manager of Airport Authority Hong Kong responsible for taking care of the dangerous goods facilities of Towngas and HKIA.

Currently, he is the Managing Director of GBC International Holdings Limited; a multi-discipline consultants company focusing on fire engineering, dangerous goods, risk and safety, energy and environmental management. He has successfully assisted ASB biodiesel plant to obtain a series of dangerous goods licenses, including the dangerous goods manufacturing license.
