Programme Highlights
The Product Conformity Certification Scheme (PCCS) for Fire Products is the newly adopted approach for fire door approval in Buildings Departments. The aim of the scheme is to promote the quality assurance of the manufacture and supply of passive fire protection products. The Scheme requires that all the certified products are quality controlled at various critical stages of manufacture and supply. In many countries, government departments, local regulators, and authorities as well as national agencies require mandatory or voluntary certifications of fire protection products for reasons of safety, health, environmental protection, fraud prevention and market fairness. Our practice in HK, a single fire resistance test on submitted specimen was used to determine the performance of the product and approval of use. This approach cannot certify every product that manufactured, and the raw materials used in the product is of a consistent acceptable quality. The implementation of the product conformity certification scheme therefore fitted in well to provide quality verification for the fire products.

Hong Kong Institute of Steel Construction (HKISC)
Dr. Sze is the committee member of HKISC certification group. He is responsible for the drafting and updating of the PCCS-PFPP document. He is also the Technical Director of the Research Engineering Development Facade Consultants Ltd (RED). He joined the company in 2012 and is mainly responsible for the development of fire protection product testing, assessment, fire engineering and product certification. He is also the Hong Kong HKICA registered technical auditor for the HK Product Conformity Certification Scheme (PCCS) for Passive Fire Protection Product (PFPP).
Dr. Sze has represented RED many times in exchanges and meetings in the fire testing laboratories across Europe. Dr. Sze has more than 15 years of experience in fire testing, fire engineering and passive fire protection product certification. Before joining RED, he worked as a Senior Fire Engineer at Warringtonfire and was responsible for fire engineering design, product testing and technical assessor for the “Certifire” program.
He got the bachelor’s and doctorate degrees in the Department of Mechanical Engineering, The Hong Kong Polytechnic University. Dr. Sze also participated in the compilation of the third edition of the PCCS-PFPP published by the Hong Kong Institute of Steel Construction. He is also currently act as the thesis instructor of the Fire Safety Engineering Program co-organization by the University of Central Lancashire and the City University of Hong Kong.
